South Korea has unveiled an ambitious investment roadmap exceeding $1 trillion to strengthen its dominance in semiconductors and artificial intelligence, marking one of the world’s largest technology development initiatives. The plan, introduced during a national investment briefing chaired by President Lee Jae Myung, centers on creating a second major semiconductor manufacturing cluster in the Gwangju and Jeolla regions, complementing the country’s existing hub around Seoul.
The initiative, known as the “three mega projects,” combines government support with substantial commitments from leading technology giants, including Samsung Group and SK Group. The strategy encompasses semiconductor manufacturing, advanced packaging technologies, physical AI development, and the construction of large-scale AI data centers across multiple regions of the country.
President Lee emphasized the importance of achieving “absolute competitiveness” in cutting-edge technologies, arguing that South Korea stands at a critical turning point in the global race for leadership in AI and chip production. The government plans to transform different regions into specialized innovation centers, with Chungcheong focusing on advanced semiconductor packaging and Daegu and North Gyeongsang developing expertise in semiconductor materials, components, and manufacturing equipment.
The AI component of the strategy includes investments worth hundreds of billions of dollars to build data center capacity reaching 8.4 gigawatts by 2029 and expanding to 18.4 gigawatts by 2035. Corporate backing remains central to the vision, with SK Group pledging more than 1 quadrillion won in investments and Samsung announcing multi-trillion-won domestic spending plans that heavily prioritize regional development and next-generation semiconductor production.
The massive investment drive reflects South Korea’s determination to maintain its status as a global technology leader while positioning itself at the forefront of the rapidly evolving AI economy. Analysts view the initiative as a decisive move to secure long-term competitiveness against growing international competition in advanced chips, artificial intelligence infrastructure, and digital innovation.
